This is a safety net to provide assistance and social protection to individuals in dire economic situations. It aims to empower and enhance the financial capability of unemployed individuals to become self-reliant, productive and contributing members of the society.

The project is being implemented in DSWD Region VIII – CIU from 2008 to 2011. Beneficiaries of the project are the perennial clients of CIU in Field Office VIII.

The beneficiaries of the project are provided with the following services: job matching, occupational guidance and counseling, skills training, and granting of cash assistance for transportation, processing of requirements while looking for jobs as well as food subsidy while waiting for job placement.

As of October 23, 2009, a total of 66 clients were served with P234,290.00 worth of services. Of the 66 clients, 24 received assistance for skills training on household services, food and beverage service, call center training, security service and computer technology skills;  11 for job search assistance; and 31 preferred to avail of the Self-Employment Assistance-Kaunlaran (SEA-K) Program for livelihood projects.  Of those assisted for skills training and job placement, 15 are now gainfully employed.

The clients were required to render community services such as clean and green projects and performing clerical or janitorial tasks in their barangay or municipality in exchange for the assistance they have received.
