Department of Social Welfare and Development (DSWD) Undersecretary for Inclusive – Sustainable Peace and Special Concerns (ISPSC) Alan Tanjusay led on Wednesday (September 18) the groundbreaking ceremony for the construction of a drying pavement in the Municipality  of Baggao, Cagayan under the agency’s Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) and the Payapa at Masaganang Pamayanan (PAMANA).

“This drying pavement project is more than just infrastructure; it is the result of collective effort of the people in the community, the local government units, and the national government, working together for development. It demonstrates how community involvement leads to sustainable progress,” ISPSC Undersecretary Tanjusay said during the groundbreaking ceremony.

Undersecretary Tanjusay said the sub-project funded under PAMANA embodies the government’s commitment to grassroots empowerment which aims to provide essential infrastructure that will directly improve livelihood and strengthen the community’s role in its own development.

The two units of drying pavements, with grant allocation amounting to Php1.2 million under PAMANA and Php212,313.75 from the local government unit (LGU) will be constructed at Zone 7 and Zone 5 in Barangay Asinga-via, Baggao town in Cagayan province.

“The construction of 30-meter and 28-meter drying pavements at Zone 7 and Zone 5, respectively, will not only provide local farmers with an efficient method of drying their produce but will also empower the people by involving them in every step of the process, ensuring the project meets their needs,” Undersecretary Tanjusay pointed out.

The KALAHI-CIDSS and PAMANA sub-project is set to be fully implemented by October this year and is expected to directly benefit hundreds of households.

The KALAHI-CIDSS is a program that uses the Community-Driven Development (CDD) approach to reduce poverty and promote empowerment and community volunteerism.

The PAMANA, as one of the modalities of KALAHI-CIDSS, aims to improve access of conflict-affected barangays to basic social services and responsive, transparent, and accountable local governments. #
