The Department of Social Welfare and Development (DSWD) is now in the process of partnering with the Land Bank of the Philippines (LBP) in facilitating the distribution of cash assistance to program beneficiaries in all the agency’s regional offices.

DSWD Secretary Rex Gatchalian reported this development to the members of the Senate Finance Committee, chaired by Senator Imee Marcos, during the agency’s 2025 budget deliberation on Monday (September 16) where the agency head explained that the lack of vehicles in some DSWD Field Offices puts the personnel carrying cash to payout sites at high risk.

“We are working with the Land Bank right now about farming out the cashiering side ng aming trabaho. They are already procuring the services, meaning, may mga service provider ang Landbank that will do the payout like yung Universal Storefront Services Corporation (USSC), yung Western Union,” DSWD Secretary Gatchalian said in response to Senator Raffy Tulfo’s query on the safety of agency personnel carrying and handing out millions of pesos worth of cash aid.

The DSWD proposed to LBP that its social workers will do the validation and intake while the LBP will be in charge of cashiering, according to Secretary Gatchalian.

“Ibibigay namin yung schedule ng payout, sila na magdadala ng cash doon together with their people. Landbank is already procuring that service kasi, again, we agree na it is too high risk for us if we carry in the cash,” the DSWD chief pointed out.

Secretary Gatchalian assured the members of the Committee on Finance that the agency will shoulder the administrative costs and there will be no deductions from the cash assistance that the beneficiaries will receive. #
