Executives of the Department of Social Welfare and Development (DSWD), led by Secretary Rex Gatchalian, signed a pledge of commitment on Thursday (August 8) to advance the agency’s overall human resource management systems and processes.

In his message, Secretary Gatchalian emphasized the significance of achieving a higher maturity level for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

“Our mission at the DSWD has always been to serve the Filipino people with dedication, integrity, and excellence. To achieve these ideals, it is imperative that we give importance to a vital initiative that will propel our performance further – that is the accreditation journey towards higher maturity level under the Civil Service Commission’s PRIME-HRM,” Secretary Gatchalian said.

The PRIME-HRM is a mechanism that inspires government agencies to transform its HRM systems and empower them for excellent HRM performance geared towards excellent public service delivery.

Last year, the PRIME-HRM Bronze Award was bestowed to the DSWD-Central Office for meeting the Maturity Level 2 Indicators in the four core HRM Systems mainly the Recruitment, Selection and Placement, Performance Management, Learning and Development, and Rewards and Recognition.

For 2024, the DSWD Central Office through the Human Resource Management Service started its accreditation journey towards higher maturity levels —  Level 3 (Integrated HRM) and Level 4 (Strategic HRM).

“To reach higher PRIME HRM maturity levels, every official and personnel of the Department must collaborate to implement, integrate, and institutionalize efficiency across various HRM systems. Our efforts will culminate in an enhanced customer experience delivered by competent, motivated, and dedicated employees,” the DSWD chief emphasized in his message.

Other DSWD officials who signed the PRIME-HRM Commitment Board were DSWD General Administration and Support Services Group (GASSG) Undersecretary Edward Justine Orden and Assistant Secretary Gina Wenceslao, and witnessed by the Human Resource Management and Development Service (HRMDS) Director Jennifer Rizo.

The DSWD expects that the pledge of commitment will serve as a manifestation to the public that DSWD commits to improving its internal HRM systems to better serve the public.

This will also transcend the DSWD’s Angels in Red Vest theme: “Empathy in action, Integrity in service, Unity in community” of providing extra love and extra care to the Department’s stakeholders and beneficiaries. #
