The Department of Social Welfare and Development (DSWD) has recently launched the Social Protection for Indigenous Peoples in Tarlac province that aims to extend the agency’s reach among indigenous peoples and indigenous cultural communities (IPs/ICCs) through digital connectivity.

Through the innovative use of a mobile communication van, the DSWD’s Digital Transformation (DX) team led by Chief Information Officer and Asst. Secretary Julius Gorospe and Director Christian Joseph Regunay of Information and Communications Technology Management Service (ICTMS) enabled on-the-ground social workers to connect with and provide immediate assistance to remote communities last February 29.

“This initiative is a shining example of how digital technology can be harnessed to serve the nation’s most vulnerable sectors, embodying the vision of DSWD Secretary Rex Gatchalian and aligning with President Ferdinand R. Marcos Jr’s mandate for inclusive social protection,” Asst. Sec. Gorospe said in his message.

Asst. Sec. Gorospe said the DX team utilized a Cisco-branded van, equipped with command center capabilities, wired and wireless internet access, and an electric power generator, which served as a critical hub for the DSWD team to monitor and intervene effectively, offering a lifeline to those in dire need.

During the soft launch of the Social Protection for Indigenous Peoples where the digital connectivity tool was used, DSWD social workers were able to profile the Aeta indigenous community from different sitios in Barangay Maruglu in Capas town, Tarlac, which will help the agency in determining the most appropriate interventions based on the assessed needs of the individuals.

“The integration of digital technologies into our social protection services is transforming how we reach and support the marginalized sectors of our society. This project is not just about technological advancement, it’s about touching lives and making a tangible difference in the communities we serve,” Asst. Sec. Gorospe said.

Asst. Sec. Gorospe reiterated that the agency’s DX strategy, which is rooted in Secretary Gatchalian’s leadership and aligned with the government’s broader digitalization efforts, demonstrates a profound commitment to redefining public service through technology, which is aimed at positively impacting the lives of the Filipino people.

“Our mission at DSWD is to ensure that no one is left behind in our journey towards progress. The mobile van is a testament to our commitment to digital transformation to bridge gaps and build stronger, more resilient communities,” the DSWD CIO said.

ICTMS Director Regunay, meanwhile, explained the operational benefits of digital connectivity in reaching out to indigenous peoples especially those living in geographically isolated and disadvantaged areas (GIDA).

“This mobile command center allows us to gather real-time data and insights, ensuring our interventions are timely and effective. It’s a game-changer in how we deliver services to our country’s farthest and most isolated areas.” Director Regunay said.

The initial rollout of the programs for the Indigenous Peoples in Tarlac was spearheaded by the office of Undersecretary for Legislative Affairs and Coordination Fatima Aliah Dimaporo and the Social Technology Bureau (STB).

The latest initiative by the DSWD’s CIO and ICTMS not only showcased the potential of digital transformation in social welfare but also the dedication of the agency’s ‘angels in red vests’ l in reaching out and providing assistance to IPs and ICCs.#
