The Department of Social Welfare and Development (DSWD) reiterated its warning to the public on the use of fake persons with disabilities identification cards (ID) which cripple small restaurants and businesses.

“The Department is disturbed by the use of fake persons with disabilities IDs that harm honest businesses in the country, especially those from the food industry. This concern gravely undermines the progress that we have made towards creating an inclusive society for all vulnerable sectors,” Asst. Secretary Irene Dumlao, the DSWD’s spokesperson, said on Wednesday (February 5).

The DSWD spokesperson emphasized that under Republic Act 10754 (Act Expanding Benefit and Privileges of Persons with Disability), persons with disabilities were given discounts and privileges to help them access opportunities that will enable them to live a fuller and more productive life.

“We cannot deny the fact that persons with disabilities face societal barriers every day. By misusing the IDs to take advantage of the discounts and privileges intended for them,  unscrupulous individuals are taking away the services and support that they need leading to more harm to the members of the vulnerable sector,” Asst. Secretary Dumlao pointed out.

Earlier, the DSWD has announced the pilot implementation this year of a unified identification card system for persons with disabilities.

The unified ID system will have a standardized look and a digital counterpart to prevent unscrupulous persons from availing the discounts and privileges intended for persons with disabilities using fake ID cards.

Asst. Secretary  Dumlao reiterated the DSWD’s appeal to citizens to report individuals facilitating the illegal use and selling of fake persons with disabilities ID cards to concerned authorities.

The public may report incidents involving the sale of fake persons with disabilities IDs to the National Council on Disability Affairs, an attached agency of the DSWD, through their email,  council@ncda.gov.ph or through their social media pages.

Concerned citizens may also report to the Persons with Disability Affairs Office (PDAO) under their local government units (LGUs) or to any law enforcement agency.

“We hope that the public will help us in this crusade to stop the proliferation of fake persons with disabilities ID.  This illegal act must end to help the persons with disability sector and to prevent further damages to struggling businesses, their staff, and honest paying customers” Asst. DSWD muling nagbabala sa patuloy na paglaganap ng pekeng persons with disability IDs

Muling nagbigay ng babala ang Department of Social Welfare and Development (DSWD) sa publiko kaugnay ng patuloy na paglaganap at paggamit ng mga fake persons with disabilities identification cards (ID) na nakakaapekto sa mga maliliit na negosyante.

Binigyang diin ni Assistant Secretary Dumlao ang probisyon sa ilalim ng Republic Act 10754 (Act Expanding Benefit and Privileges of Persons with Disability), kung saan ang mga persons with disabilities ay nabibigyan ng diskuwento at pribilehiyo upang makatulong sa pang araw-araw na pamumuhay.

Matatandaan na nagbigay ng anunsyo kamakailan ang DSWD kaugnay ng pilot implementation ngayong taon para sa unified identification card system ng mga persons with disabilities.

Ang unified ID system ay magkakaroon ng standardized look at digital counterpart upang maiwasan na magamit pa ang mga fake na persons with disabilities ID cards.

Kasabay nito, muling umapila si Asst. Secretary Dumlao sa publiko na agad na i-report sa awtoridad ang mga indibidwal na gumagamit o gumagawa ng mga pekeng persons with disabilities ID cards.

Maaari aniyang i-report ang mga ito sa National Council on Disability Affairs, isang attached agency ng DSWD, o maaari ding mag-email sa council@ncda.gov.ph o sa pamamagitan ng social media pages.

Gayundin, pwede ding i-report sa Persons with Disability Affairs Office (PDAO) na nasa ilalim ng local government units (LGUs).
