A bold move

Under the leadership of former Undersecretary Aimee Torrefrancia Neri (Usec Neri), she expressed that the goal is to make the Filipino people feel DSWD’s presence. She made it a point that DSWD should reach out, and not the other way around. In turn, her proactive approach effected changes that streamlined DSWD’s processes to provide aid more efficiently and effectively to the Filipino people.

After all, programs will only be successful once availed by the target beneficiaries. Streamlining the processes for availment of programs will facilitate the objective of successfully delivering the program benefits to the Filipinos in need.

Strong collaborations and innovations

She values strong collaborations and pushes for the innovations of the various programs of the DSWD by partnering with other government agencies. IACAT Tahanan ng Inyong Pag-Asa Center was established under her guidance, along with the cooperation of the DOJ and DPWH.

She steered the DSWD into the digital transformation of its programs making it efficiently usable to the personnel and accessible to beneficiaries. The digitalization of the DSWD programs started even prior to the pandemic as this was in line with her vision of bringing them closer to Filipinos. Rather than letting the pandemic hamper the progress, she turned the situation into an opportunity for improvement. Also, in cooperation with the Bangko Sentral ng Pilipinas and several financial service providers, the DSWD forged a partnership towards the realization of financial inclusivity.

Imbued with the core values of compassion, determination, fairness and a heart for public service, she has touched the lives of individuals and families in need of immediate assistance from the government. During her stint as the Undersecretary for Operations, DSWD was able to extend help to thousands of individuals and families in crisis situations through provision of financial assistance

With the innovations she introduced through the facilitation on the creation of the Aid and Humanitarian Operations Nationwide Convergence Program by virtue of E.O 137, series of 2021, the government agencies were able to provide multitude of services and interventions in a synchronized and expeditious manner – bringing the help from the government at the grassroots level. Government agency-hopping no more, simply said.

Simultaneously, she led the provision of livelihood assistance to eligible beneficiaries whose sources of income were significantly affected by the current pandemic.

For maximum reach and efficiency, she empowers her team members to think outside the box and be creative in the planning process and at the same time employ an emphatic approach in the implementation process.

 

The Face of a True Public Servant

Atty. Aimee S. Torrefranca-Neri is a stalwart observer of the latin phrase “Labor Omnia Vincit”, or in the vernacular – “hard work conquers all”.
