The Department of Social Welfare and Development’s (DSWD) Social Technology Bureau (STB) signed a Memorandum of Agreement (MOA) with three local government units (LGUs) last October 24 for the pilot implementation of a disability-inclusive social protection project for children with disabilities and their families.
The selected LGUs are the San Jose de Buenavista in Antique province, Sta. Cruz in Davao del Sur, and Puerto Princesa City in the province of Palawan.
Dubbed as Project CHERISH, the new community-based project aims to address the substantial and unmet needs of children with disabilities through the provision of comprehensive social services and other opportunities that are geared towards the development of their full potential.
In the opening message of STB Director Helen Suzara, she emphasized that the project is a realization of having a disability-inclusive society.
“I cannot help but thank our partner LGUs for their ‘yes’ in this calling, a calling to serve the vulnerable children in our LGUs, particularly those with disabilities. Thus, today’s launching of the CHERISH Project will be a testament of our vision and goal of a disability inclusive society in which everyone has equal rights and opportunities, where no children will be left behind,” Director Suzara said in her message read by STB OIC-Division Chief Darlene Dancel during the MOA signing held in Manila.
Among the significant components of Project CHERISH is the provision of disability allowance to the parents and/or other guardians of children with disabilities. The allowance will be used as augmentation support for the disability-specific needs of children with disabilities such as their basic needs, health care, and education.
The project also aims to strengthen the detection and registration of children with disabilities in the Philippines through the creation of a national registry system that will serve as a tool for the assessment of the severity of disability and identification of comprehensive
support needs, even beyond medical needs.
Project CHERISH will also capacitate immediate family members and auxiliary caregivers to deliver home care and community support services for children with disabilities.
The project will be implemented in areas with high prevalence of reported children with disability based on the Philippine Registry for Persons with Disability (PRPWD) and Listahanan 3.

Lumagda sa isang Memorandum of Agreement (MOA) ang Department of Social Welfare and Development (DSWD) Social Technology Bureau (STB) at tatlong local government units (LGUs) nitong nakaraang October 24 para sa pilot implementation ng disability-inclusive social protection project for children with disabilities kabilang ang kanilang pamilya.
Ang mga piling LGUs ay kinabibilangan ng San Jose de Buenavista sa Antique , Sta. Cruz sa Davao del Sur, at Puerto Princesa City sa Palawan.
Bilang isang community-based project, ang Project CHERISH ay naglalayong tugunan ang mga pangangailangan ng mga batang may kapansanan sa pamamagitan ng pagbibigay ng mas komprehensibong social services at iba pang oportunidad na magpapakita sa kanilang potensyal.

Kabilang sa mga components ng Project CHERISH ay ang paglalaan ng disability allowance sa parents o guardians ng mga batang may kapansanan. Ang allowance ay gagamitin bilang augmentation support para sa mga pangangailangan ng mga batang may kapansanan at pamilya nito tulad ng basic needs, health care, at education.
Layon din ng nasabing proyekto ang pagpapalakas upang matukoy at maiparehistro ang mga kabataang may kapansanan sa bansa upang mapabilis din ang suportang dapat na ibigay sa mga ito.
