Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian on Friday (October 25) used the Field Office (FO) 5 – Bicol Region’s Mobile Command Center (MCC) for his online situation briefing with President Ferdinand R. Marcos Jr. from Naga City in Camarines Sur.
Secretary Gatchalian was joined in the MCC by Naga City Mayor Nelson Legacion and Camarines Sur 3rd District Congressman Gabriel Bordado for the online conference with the President.
The DSWD’s FO-5, headed by Regional Director Norman Laurio, deployed the Mobile Command Center to Naga City as soon as flood waters slightly subsided in Camarines Sur on Thursday night (October 24) to assist in the disaster operations in the province in the aftermath of Severe Tropical Storm (STS) Kristine.
Secretary Gatchalian, who flew in to Camarines Sur on Friday morning (October 25), was able to use the MCC’s connectivity features during his briefing with the President via ZOOM.
The MCC is a customized vehicle equipped with Information and Communications Technology equipment which aims to bridge the communication gap during disasters and emergencies.
According to Special Assistant to the Secretary (SAS) for Disaster Response Management Group (DRMG) and Concurrent Officer-in-Charge (OIC) of the National Resource and Logistics Management Bureau (NRLMB) Leo Quintilla, the MCC has been proven essential in aiding the agency’s coordination and monitoring in times of disasters and emergencies.
“The deployment of the mobile command center is one intervention also of the DSWD and nakita natin yung effectiveness ng mobile command center natin in the past disaster events, especially during Kanlaon, nagamit na. Equipped with surveillance and communication devices, power supply and other electronic equipment, the MCC can also be used by nearby evacuees and residents to connect to the internet and charge their cellphones and other gadgets so they can update their status with their loved ones.
“May mga areas tayo na walang kuryente. May mga areas tayo na challenged sa connectivity. So our command center provides that service sa mga communities,” SAS Quintilla pointed out.
Now in Naga City, the MCC shall serve as a station hub of the DSWD by providing linkage, through its ICT, in the disaster-stricken area to the Regional Operations Center (ROC) and the Disaster Response Command Center (DRCC) at the DSWD Central Office.
It is manned by an MCC deployment team tasked with ensuring continuous, effective, reliable, and timely emergency telecommunications support on different disaster reports and relief inventory information.#

Ang Mobile Command Center ay ideneploy ng DSWD FO5 sa Naga City matapos na bahagyang lumiit ang tubig baha sa Camarines Sur nitong Huwebes ng gabi (October 24) upang tumulong sa disaster operations.

Agad namang nagamit ni Secretary Gatchalian ang MCC ng ito ay dumating sa Camarines Sur kaninang umaga (October 25).

Maayos na nagamit ng Kalihim ang connectivity features ng MCC sa isinagawang briefing kasama ang Pangulo via ZOOM.

Ang MCC ay isang customized vehicle na nagtataglay ng Information and Communications Technology equipment upang magkaroon ng maayos na komunikasyon sa panahon ng kalamidad.

Ang MCC na naka deploy sa Naga ay magsisilbing station hub ng DSWD sa pamamagitan ng link nito sa ICT, at sa mga disaster-stricken patungong Regional Operations Center (ROC) at Disaster Response Command Center (DRCC) sa DSWD Central Office. #
