The Department of Social Welfare and Development (DSWD) has a total of 76 centers and residential care facilities (CRCFs) nationwide which are owned and managed by the agency and catering to all sectors—from children to older persons.
“From children sector hanggang doon po sa ating older persons’ sector, kasama po at pinagsisilbihan natin dito sa DSWD,” Asst. Secretary for Statutory Programs Ada Colico told reporters during the Thursday Media Forum at the DSWD Central Office’s New Press Center in Quezon City.
Residential care services are the alternative form of family care providing 24-hour group living on a temporary basis to individuals whose needs cannot be adequately met by their own families and relatives over a period of time.
Center-based services are rendered in non-residential facilities on a daily basis or during the day, addressing immediate crisis or developmental concerns of an individual, group or family.
Asst. Secretary Colico said clients of non-residential care facilities have families to return to after a brief treatment or after undergoing developmental activities.
“Particularly, sa ating residential care facilities, mayroon tayong nagca-cater sa children sector na 26 facilities; for the youth sector we have 16 facilities; for the women sector we have 17 facilities; for the older persons we have four; for the family we have five; and ten for the persons with disabilities,” Asst. Secretary Colico pointed out.
Services for children
For the children sector, there are DSWD-operated residential care facilities nationwide that cater based on the children’s age group and cases.
For children in need of special protection, there are Reception and Study Center for Children (RSCC) for 0-6 year-old boys and girls who are abandoned, neglected and surrendered; Haven for Children for 7-13 year-old boys who are recovering from substance abuse; Lingap Center for 7-17 year-old boys and girls who are in street situation; and Nayon ng Kabataan for 7-17 year-old boys and girls who are abused, orphaned, abandoned, neglected and exploited, among others.
For children and youth in conflict with the law (CICL), the DSWD operates the Regional Rehabilitation Center for the Youth (RRCY); MIMAROPA Youth Center; and the National Training School for Boys (NTSB) in Tanay, Rizal.
According to the DSWD official, the timeline for rehabilitation of children inside the residential care facilities is around six months but there are cases they need to stay longer.
“May special cases kasi na wala nang uuwian na pamilya or ang pamilya ay hindi pa kayang tanggapin ang bata kaya mayroon talagang pagkakataon na talagang nagtatagal sila sa loob ng ating facilities,” Asst. Secretary Colico explained.
For children who are already 18 years old but have no relatives to take them, the DSWD facilities prepare them to have an independent living to ensure that they can stand on their own before being reintegrated to the community.
“Kapag sinabi natin independent living, hinahanda natin sila na tumayo on their own paglabas or pag reintegrate sa kanilang community. We inject to them yung skills, values formation, and educational formation,” Asst. Secretary Colico pointed out.
The assistant secretary also emphasized that all the basic services are available inside the facilities, including psychosocial interventions and educational needs of the children.
“Mayroon po tayong pinag-aaral na mga bata. Sa katunayan po, sa Nayon ng Kabataan, mayroon po tayong school facility sa loob mismo at ang Department of Education (DepEd) teachers ay pumapasok doon para sila ang magturo. Sa mga facility na walang school sa loob, pinapapasok natin ang mga bata doon sa kalapit na schools ng ating facilities,” Asst. Secretary Colico said.
Those who want to help clients inside DSWD-operated facilities has the option of becoming foster parents, send donations or they may offer volunteer work.
“Parte rin po ng pwede ninyong pagtulong sa ating mga facilities ay pagde-develop ng ating mga foster families or adoptive families. Ang aming prinsipyo rito sa DSWD ay mabigyan ng pamilya at tahanan ang ating mga kliyente, lalong-lalo na ang mga kabataan,” Asst. Secretary Colico said. #

Mayroong kabuuang 76 centers and residential care facilities (CRCFs) nationwide ang Department of Social Welfare and Development (DSWD) na kumakalinga sa mga bata, elders at kababaihan.
Ito ang sinabi ni DSWD Asst. Secretary for Statutory Programs Ada Colico sa ginanap na Media Forum sa DSWD New Press Center nitong Huwebes (September 19).

Ang residential care services ay isang alternatibong pamamaraan ng paga-alaga sa mga taong hindi nabibigyan ng sapat na pagkalinga ng kanilang kaanak o pamilya sa pansamantalang panahon.
Habang ang center-based services naman ay ibinibigay sa mga non-residential facilities na nangangailangan ng dagliang pansin o developmental concerns para sa isang indibidwal o pamilya. Subalit ang mga ito anya ay mayroong inuuwiang pamilya at hindi nangangailangan na mamalagi sa facility.

Para sa children sector, sinabi ni Asst Secretary Colico partikular na kinakalinga dito ay mga kabataan na nasa edad 0-6 na nangangailangan ng pag-gabay at paga-alaga. Sila ay dinadala sa Reception and Study Center for Children (RSCC), ang mga batang ito ay pawang mga iniwan, pinabayaan at isinurender; ang Haven facility naman ay para sa mga kabataang lalaki na nasa edad 7-13 na nagpapagaling naman mula sa substance abuse; ang Lingap Center ay para sa 7-17 year-old na babae at lalaki na nasa street situation; at Nayon ng Kabataan para sa mga 7-17 year-old boys and girls na pawang inabuso, ulila, at iniwan.
At para naman sa mga kabataan na maituturing na in conflict with the law (CICL), sila ay binibigyan ng kalinga sa Regional Rehabilitation Center for the Youth (RRCY); MIMAROPA Youth Center; National Training School for Boys (NTSB) sa Tanay, Rizal.
Nilinaw ng opisyal na mayroong anim na buwang timeline para sa rehabilitation ng mga kabataan na ibinibigay sa residential care facilities , subalit mayroon din anyang mga kaso na nagtatagal sa facility ang mga bata dahil na rin sa wala itong pamilyang mapupuntahan.

Sa mga kabataan naman na nasa 18 years old at walang pamilyang mauuwian, sabi ni Asst Secretary Colico, inihahanda sila ng DSWD sa pamamagitan ng pagbibigay sa kanila ng training at educational formation upang mabilis silang makaagapay sa buhay.

Para naman sa mga indibidwal na nagnanais tumulong sa kliyente, ang DSWD-operated facilities ay nagbibigay ng option na maging foster parents, o magbigay ng donasyon at volunteer work.
