Officials and staff of the Department of Social Welfare and Development (DSWD) met and briefed on Tuesday (September 10) Senator Joel Villanueva on the agency’s climate change mitigation and adaptation program, the Project LAWA (Local Adaptation to Water Access) and BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished).
“Project LAWA and BINHI is a cash-for-training and -work program of the Department that aims to strengthen the adaptive capacities of poor, vulnerable, and disadvantaged families and communities to manage socio-environmental and disaster-related risks,” DSWD Special Assistant to the Secretary (SAS) Maria Isabel Lanada explained in the meeting.
The meeting highlighted the DSWD’s Memorandum Circular No. 04 Series of 2021, which provides the Enhanced Guidelines for the Cash and Food-for-Work, Training, and Caring (C/FF/W/T/C) programs – one of the significant guidelines in advancing the Disaster Risk Reduction and Management (DRRM) initiatives of the Department.
The insights gathered from the meeting will be essential in refining the Department’s strategies to ensure the effective implementation of DRRM programs, according to SAS Lanada.
“The effort also aligns with the directive of President Ferdinand R. Marcos Jr. and DSWD Secretary Rex Gatchalian to promote a whole-of-nation approach, highlighting the significance of partnerships and
collaborations in program implementation,” the DSWD official said.
SAS Lanada added these initiatives are crucial for building a more resilient and prepared community to deal with the impacts of climate change and disasters.
Project LAWA and BINHI is designed to maintain agricultural productivity during dry periods and to manage excess water during periods of heavy rainfall associated with La Niña.
The project is among the innovations in the DSWD under the leadership of Secretary Gatchalian that focuses on mitigating the impact of food insecurity and water scarcity caused by El Niño while preparing for the potential effects of the rainy season.
Project LAWA and BINHI was cited by President Ferdinand R. Marcos Jr in his 3rd State of the Nation Address (SONA) last July 22, prompting the DSWD chief to say that “our small idea has become a SONA program.”#

Dagdag pa ni SAS Lanada ang mga inisyatibo ay mahalaga para mas mapatatag pa at mapabuti ang pagkakaroon ng mas resilient at prepared community upang maibsan ang epekto ng climate change at disasters.
Ang Project LAWA at BINHI ay dinesenyo upang mapanatili ang agricultural productivity sa panahon ng tagtuyot at upang magamit din ng maayos ang mga sobrang tubig na naimbak para naman sa pagdating ng tag-ulan at La Nina.
Ang nasabing proyekto ay kabilang sa mga pagbabago sa ilalim ng pamumuno ni DSWD Secretary Rex Gatchalian na tumutuon sa pagpapagaan ng epekto ng food insecurity at water scarcity dulot ng El Niño at preparasyon naman para sa pagdating ng tag-ulan.
